bucket without a lid in at least two client bathrooms containing used toilet paper. LPA obtained a “schedule of bathroom trash disposal” containing a different client name for each day of the week.
Based on LPA’s observation, interviews conducted, and records reviewed it has been determined that staff require residents to store used toilet paper in an unsanitary manner. The preponderance of evidence standard has been met; therefore, the above allegation is found to be substantiated by the California Code of Regulations, Title 22, section 80087(a).
