Another resident mentioned an altercation with R1, but circumstances were vague, and it is not clear who may have started or provoked an altercation or what really happened. At this time LPA cannot say with certainty that something actually happened or when it may have happened. Therefore, the allegation is UNSUBSTANTIATED.
The finding that an allegation is Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. No deficiencies were issued.
