The inspector’s account

On 05/03/2022, from 10:40 a.m. to 12:27 p.m., Licensing Program Analyst (LPA) Teresa Camara conducted an unannounced initial 10-day complaint visit at the facility regarding the above allegation. LPA Camara met with Brandy Maynard, Administrator and explained the reason for the visit. During the inspection, the LPA conducted a physical plant tour with staff at 10:41 a.m., conducted a record review beginning at 10:53 a.m. and interviewed two (2) staff. The LPA was provided records for three (3) staff and obtained pertinent copies. The Administrator was notified that the complaint needed further investigation to determine findings for the above allegation.

On 05/9/2022, Investigator Ferris conducted interviews with Client #1 (C1); on 05/16/2022, Investigator Ferris conducted interviews with Client #2 (C2), Client #3 (C3), Client #4 (C4) and facility staff. All clients denied knowledge of illegal drug use or offers to participate in illegal drug use by staff and or other clients at the facility.

Interviews conducted with clients by Investigator Ferris revealed that clients have never seen staff use illegal drugs in the facility. The facility’s population consists of clients who are verbal and aware of their surroundings and would not hesitate to make such allegations known, if they were valid. It is suspected that Staff #1 (S1) was targeted by a disgruntled former employee when these allegations were brought to the attention of the department. Additionally, interviews conducted by the LPA with staff denied claims that anyone at the facility has engaged in illegal drug use. Staff also denied claims that they have ever heard or seen S1 using illegal drugs. An interview with S1 also confirmed that they have never used illegal drugs at the facility. Based on interviews which were conducted, there is insufficient evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated at this time.
