The inspector’s account

Staff interviewed denied the allegation and reported that they have engaged in many discussions with the clients about gift giving. Staff explained that they have discussed with C1 that it is not right to ask for gifts and that gift giving is optional. Administrator also stated that all clients were reminded that gift giving is optional and no one should feel obligated to purchase a gift. According to staff and administrator the clients have been compliant and none of the clients have reported any issues about purchasing gifts out of fear.

Staff did report that the clients have expressed feeling unsafe around C1 since the incident where C1 physically attacked another client in the home on 12/10/2025. Staff did confirm that C1 does have behavioral issues and therefore for safety reasons C1 was placed on a 2:1 supervision with one staff within arms distance and the other within line of sight. Staff reported that they do everything to ensure clients’ safety. Administrator reported that due to C1's behavioral issues they are currently working with Regional Center on alternative placement for C1. All three clients interviewed expressed that the staff are always around and redirect C1. C2 confirmed that they were not harassed by C1 for gifts. C2 stated that they feel comfortable saying no to C1 and does not purchase gifts for C1 out of fear. C3 and C4 report that they don't feel comfortable around C1 and they don't exchange or buy gifts for C1.

Based on interviews and records review, the information obtained during the investigation does not have sufficient evidence to corroborate the allegation. Although the allegation may have happened or is valid, there is not sufficient evidence to prove the alleged violation did or did not occur, therefore the above allegation “Staff do not prevent a client from harassing other clients” is deemed UNSUBSTANTIATED at this time.
