The inspector’s account

Regarding Allegation #1 : this investigation revealed that a friend of Client #2 (C2) had been coming to the facility to visit C2 and befriend Client #1 (C1) and began advocating for the client by attempting to inquire with facility staff on Resident #1's medical condition. Due to HIPPA law, Administrator advised C2's friend that if there were any issues or concerns to address them directly to the Administrator or Asst. Administrator (A2: Joel Alonzo). The facility has two (2) "on-call physicians" that visit the facility frequently to address clients' medical needs. C1 has been a participant of a full-service partn ership clinic (effective 12/13/16) that's linked to Client #1's medical care; whereby, C1's medical condition is addressed on an as needed basis. LPA/RA reviewed R1's resident file and observed that the resident had been receiving medical care appropriate to the resident's medical condition from Whittier Hospital Medical Center (dated 01/03/20), So Cal Hospital at Hollywood (dated 01/05/20), St. Francis Hospital discharge paperwork (dated 01/24/20), So Cal Hospital at Hollywood (dated 01/27/20), Norwalk Community Hospital (dated 01/31/20), Los Angeles Community Hospital at Bellflower (dated 02/21/20), Norwalk Community Hospital (dated 02/25/20), Exodus Urgent Care Center (dated 03/23/20), Los Angeles Community Hospital at Bellflower (dated 03/31/20), Los Angeles Downtown Medical Center (dated 04/17/20).

Based on the evidence gathered and interviews conducted and records reviewed, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur; therefore, the allegation of NEGLECT/LACK OF CARE: Licensee is not arranging for medical care appropriate to a resident's condition is found to be UNSUBSTANTIATED.

An exit interview was conducted and a copy of the Complaint Report has been provided to Administrator (Brian Buenviaje).
