The inspector’s account

Licensing Program Analyst (LPA) Kimberly Ramirez conducted an unannounced Annual Required Visit on 05/26/2026. LPA was greeted by Norizza Angelic Soriano-Assistant Administrator and explained the purpose of the visit. Administrator Ria Villanueva arrived shortly after. The facility is licensed serve four (4) developmentally disabled clients 18-59 years old, of which four (4) may be non-ambulatory. Video surveillance was observed on common areas only. All clients in the facility receive services from East Los Angeles Regional Center (ELARC).

LPA utilized the Compliance and Regulatory Enforcement (CARE) tools for the visit today and observed the following:

Infection Control- Staff are using appropriate hand hygiene and wearing gloves while assisting clients. Staff are cleaning and disinfecting often for high touched surfaces. Facility has an Infection Control Plan in place.

Physical Plant & Environmental Safety- Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to residents, were observed to be inaccessible to clients. LPA Ramirez observed carbon monoxide detectors and smoke alarms in hallways. LPA Ramirez inspected three (3) client rooms. Three (3) out of three (3) the client bedrooms contained required furniture, linens and lighting. Water temperatures in all grooming and bathing areas were measured to be with 105 – 120 degrees.

Operational Requirements- Fire clearance is approved for four (4) non-ambulatory clients aged 18-59 years old. Staff provides care and needs according to the clients’ needs. Outdoor space with plenty of shade was observed. SEE 809-C
