The inspector’s account

Licensing Program Manager (LPM) Nichelle Gillyard and Licensing Program Analyst (LPA) Perchui Melina Khurshudyan met with Presidents (RVR Corporation) Roberto D. V Ramirez, Evangeline Ramirez and facility Administrator Ryan Ramirez for an informal office visit. The Regional Manager Angela Whittaker joined the meeting.

The purpose of the office visit is to discuss notification of unpaid rent to the property landlord and labor issues. These issues are related to a pending complaint (31-AS-20251222125206).

On 12-21-2025 and 02-13-2026 the department received notification indicating the rent for this facility location has not been paid since March 2025. In addition to possible labor issues.

The LPM expressed concern that not paying rent could result in unexpected displacement of elderly residents, which would create a serious threat to their health, safety, and continuity of care.

The LPM reminded the licensee that Title 22 regulations: 87213 Finances, 87205 Accountability of Licensee Governing Body, 87211 Reporting Requirements, 87224 Eviction Procedures, licensees require to maintain sufficient resources to operate the facility. The licensee was given an opportunity to explain and stated the following.

The licensee reported that an ongoing conflict has developed between them and the property owner. The licensee stated that they have fulfilled all financial obligations under the lease and do not have any outstanding payments owed to the property owner.
