The inspector’s account

O n 07/30/26, at 9:30am, Licensing Program Analyst (LPA) Perry Scott, conducted an unannounced annual visit to Easter Seals Southern California Carson, Adult Day Program. LPA was met by Program Director, Ellamay Cruz Schultz, and the purpose of today’s visit was explained. The facility is licensed to serve 18 developmentally disabled clients ages 18 and over and approved for 13 non-ambulatory clients. There are currently twenty-seven (27) Harbor Regional Center clients in placement, thirteen (13) non-ambulatory, and fourteen (14) ambulatory. The current census in the building today is 17 clients. The facility’s annual fees are current.

The facility is a single-story commercial building located in a commercial district. The facility consists of the following: a front lounge area, office area, computer area, game room, music/media room, kitchen area, art room, refreshing room, two (2) restrooms, two storage rooms, and an outside shaded area with chairs and a table.

At 09:50am, LPA and staff toured the facility. There are no bodies of water or firearm/ammunition on the premises. Walls and floors were in good repair. Bathrooms were found to be within Title 22 regulations. Toilets and water faucets worked properly. The water temperature was within title 22 regulations. LPA toured all areas of the facility and observed they were incompliance with Title 22 regulations. LPA observed there were activities, arts and crafts, musical instruments, and games for the clients to use; each in their own designated room. All appliances were observed to be operational and in good repair. The facility does not provide meals for clients; however, snacks are available if a client forgets their lunch. A comfortable temperature is maintained in the facility.
