The inspector’s account

A visit was conducted today by LPA Leslie Ngo-Castaneda to conduct 1 year annual inspection. LPA could not gain entrance to the facility. At 9:30am, LPA Ngo-Castaneda tried to speak with the Licensee BABATUNDE OMOTOYA trying to explain the purpose of Licensing Visit. The Licensee/Administrator rudely interrupted LPA stating that he will not give an LPA access and if LPA want to gain entrance, she may do it on her own. LPA Ngo-Castaneda left the property and returned in the afternoon. No one was available at the house to allow LPA entrance to the facility. LPA glanced through the windows and observed the fresh fruit on the counter in the kitchen. LPA also glanced through the side windows and noticed that the bedrooms were empty. There was a car parked on the driveway.

At 12:43pm LPM Margaryan spoke with the Licensee/Administrator BABATUNDE OMOTOYA and he stated he has no access to the property. He verified that at this time he lost control of the property, but he wanted to relocate the Licensee to another property. The Licensee Representative was explained by the LPM that if they lost control of the property, then the License is forfeited, and the facility is considering Unlicensed. The Licensee Representative got upset and told LPM that the facility has ceased the operation 2 years ago and property has been occupied with private tenant. The Licensee/Administrator verified that they had not have any clients for this pass two (2) years , since they were de-vendorized by N orth Los Angeles Regional Center ( LACRC ) . LPM Margaryan contacted NLARC QA Manager who verified that all clients were pulled from the facility on or before 07/03/2024.

Per LPAs observation during visits in the morning and in the afternoon, there were no clients present at the facility.
