The inspector’s account

LPA interviewed six (6) staff S#1-S#6 and 6 of 6 staff denied that C1 walks around naked in the home. 6 of 6 staff also denied that another client took a picture of C1 naked. 6 of 6 staff stated they provide adequate supervision. W1 stated W1 did not see photo of C1 or see C1 naked around the house. W2 which is family member stated that W2 has no photo of C1 naked and understands home can be challenging to staff but believes staff is doing a good job. LPA was unable to interview C1 and C4. 1 of 2 clients could not collaborate the allegation and C2 stated C2 did not have a picture of C1 were C1 is naked. C2 stated C2 observed C1 naked the last time about 3 weeks ago but could not recall date. There was no collaborating evidence of this. LPA reviewed Eisner Psychological Associates report dated 01/24/2024 and it states that C1 has history of disrobing which the report defines as C1 taking off all clothes and run around naked. Intervention plan includes documenting when C1 gets disrobed. C1 goal is to reduce episodes of disrobing from 7x per month to 3x per month by 03/31/2024. Last time C1 disrobed according to records kept by the facility was on February 29, 2024, 1x in the am, 2x in the am on February 28 and 1x in the am on January 11, 2024. C3 who is in the room adjacent to C1 stated C3 has never seen C1 around the house without clothes and has not seen anyone take pictures of other clients. S1 stated that disrobing incidents documented are when C1 was in C1 room alone and partially disrobes, maybe pull underwear halfway or top over shoulder in C1 room, but never fully disrobed and running around the house naked and that it was a misunderstanding on S1 part and that is why S1 documented the disrobing behaviors listed above. According to S1, C1 has never disrobed according to the definition in the Eisner Psychological Associates report dated 01/24/2024 which defines disrobing as taking off clothes and run around the house naked. Temple City Police made visit and made no arrest and told Administrator they would refer to a specialist. APS made visit to home to and left without investigating. LPA has been to home twice this year and has not observed C1 disrobed during the visits. LPA has observed staff being attentive to clients needs on both occasions. There is not enough evidence to substantiate the allegation.

Based on record review and interviews conducted the findings indicate, although the allegation(s) may have happened or are valid, there are not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation(s) are UNSUBSTANTIATED.

An exit interview was conducted with House manager Melissa Ruga. A copy of the report was issued.
