The inspector’s account

During the last visit LPA Baptiste also reviewed medications for all clients, interviewed the Administrator and a total of two (2) staff who shall be referred to as Staff#2 (S2) and Staff#4 (S4). LPA attempted to interview all clients but is unable to use C1-C3 interviews due to there cognitive impairment. LPA was able to interview C4. LPA Baptiste also attempted to interview East Los Angeles Regional Center Coordinator and left a voice mail. The service coordinator shall be referred to as Witness #1 (W1).

LPA Baptiste received via email the facilities emergency fire drills, medication administration procedures, roster, staff time sheets, medication training, water temperature log, September 2023 medication administration record, and 1-1 authorization letters. LPA Baptiste interviewed Service coordinator from Eastern Los Angeles Regional Center.

The investigation reveals the following: Regarding “Staff do not have proper medication training”. It was alleged the facility allowed staff to pass medications without the proper training. In the interview the administrator denied the allegation stating staff must first train and shadow other staff prior to passing medications. 2 out of 2 staff stated that they received training in medication administration prior to dispensing medications. LPA contacted the Eastern Los Angeles Regional Center and confirmed they require the facility to train the DSP’s in the 7 dispensing medication rights and annually thereafter. LPA Baptiste reviewed staff training and confirmed they are all trained in the 7 dispensing rights.

Based on LPA's interviews, investigation revealed: Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.
