The inspector’s account

The investigation revealed of the following: Allegation#1 " Staff handled client in an inappropriate manner." It's alleged that the facility staff grabbed C1 by the middle of C1's bra. LPA interviewed staff and denied the allegation and reported they had never grabbed or handled clients in an inappropriate manner. Staff reported staff tried to change C1 and unbuttoned C1's bra and put on pajama or other clothes for C1 as C1 was coming back from the day program. Staff stated that C1's bra buttons are in the front. LPA interviewed client and reported never seen staff grabbed or handled clients roughly. Staff are nice to them.

Allegation#2 " Staff spoke to client in an inappropriate manner." It's alleged that the facility staff spoke inappropriately to C1 and said "You need to hurry up and you are too slow." LPA interviewed staff and denied the allegation. They had never seen any staff was being mean or speaking inappropriately to clients. Staff said they only told client "Come on" in a nice way but not in a mean way, it's because sometimes clients walked slowly and they just wanted to encourage them.

Based on the interviews conducted with staff, clients, review of client files and facility records, there was not enough supportive evidence to concur with the reported allegation. Although the allegation may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
