Facility Evaluation Report

On 09/08/2025 at 8:48am, Licensing Program Analyst (LPA) Zina Brown conducted an unannounced annual required visit using the CARE Inspection Tool and met with Miguel Hamud Gonzalez. At 9:30am, the administrator Norma Hamud arrived at the facility and met with LPA who explained the purpose of today’s visit.

The facility is licensed to operate disabled adults ages 18 through 59, and approved for two (2) non-ambulatory. Currently, the home has (4) clients. The clients are Harbor Regional Center clients. One of the client have Restricted Health Care Condition nor are not utilizing postural supports and protective devices.

The facility has a current administrator certificate (# 7002613735 ) for Norma Hamud valid from valid 10/01/2023 - 9/30/2025 The facility fees are current. The facility has liability insurance with Pennsylvania Manufactures Association Ins Co (NAIC# 12262) with each occurrence at $1,000,000 and general aggregate at $3,000,000 (policy #302401 1499615) effective date 12/13/2024 - 12/13/2025.

The facility is a single story home located in a residential neighborhood. The property consists of the following: four (4) bedrooms, two (2) bathrooms, a kitchen with a dining area, a main entry room with a table and TV, a living room, an attached garage with an additional freezer, refrigerator for staff, a office space, a laundry area with a washer and dryer, a staff break room with extra supplies for the clients, and an outdoor shaded area in the backyard.
