Complaint Investigation Report
Allegation: Staff is abandoning resident.
Regarding the allegation above, it was reported that Client #1 (C1) was due to be released from the hospital on 05/17/24 however facility staff refused to take C1 back ignoring calls from hospital staff to confirm C1’s drop off location. Interview with House Manager (HM) Vashan Bobney revealed that facility did not refuse to take C1 back. Facility was undergoing repairs due to a flood and was not ready to take C1, also it was revealed that there was not enough staff to provide C1 with 2:1 care and supervision. HM states that hospital social worker was aware of the situation but failed to communicate with hospital case manager causing confusion. Facility was able to take C1 once repairs were made, and staff was available to comply with C1’s 2:1 needs. HM stated that there was no refusal to take C1 back to the facility, the facility was not equipped at the time to accept any clients. Furthermore, HM states that they offered hospital social worker to take C1 to a hotel temporarily while repairs were finalized however the offer was refused, North Los Angeles Regional Center (NLARC) was also aware of the situation and was communicating with hospital staff to keep them informed of the situation. Per HM this was miscommunication on the hospital staff part, not a refusal to take C1. Interview with Staff #1 (S1) corroborated what HM stated in that staff did not abandon or refuse to take C1 back, the facility was simply not ready for C1 to return due to staff shortage and facility needing to finish flooding repairs. Interview with Witness #1 (W1) also corroborated what HM and S1 stated adding that W1 was also aware of the situation and agreed with C1 going to a hotel however this suggestion was declined. Therefore, based on interviews and observations, this allegation is deemed unsubstantiated.
