The inspector’s account

Licensing Program Analyst (LPA) Evelin Rios conducted an unannounced Case Management – Deficiencies visit in conjunction with complaint control #31 - AS - 20260109092633. LPA explained the purpose of this visit to the Administrator, Yolanda Pickens.

Information LPA obtained during the initial complaint investigation regarding an individual making tamales at the facility determined that this person was not a facility staff member, nor a family member or personal visitor of any client residing in the facility. The individual was related to a staff member and had provided instruction on making tamales to staff and Client #2 (C2), while Client #1 (C1) declined to participate. LPA’s interview with the administrator denies this was a volunteer and was a guest of the facility therefore the facility would not be required to have fingerprint clearance for this individual. However, the individual’s presence in the facility was determined to be in a volunteer capacity as per regulation they would by someone who was supervised and not included in the facility staff plan. LPA's review of the facility's Personnel Report (LIC 500) did not have the individuals name on it. Furthermore, North Los Angeles County Regional Center determined that this individual qualified as a volunteer.
