The inspector’s account

Licensing Program Analyst (LPA) Evelin Rios arrived at the facility above to conduct an annual required visit. LPA was greeted by the administrator, Maria Cecilia Royo. LPA explained the reason for the visit. Administrator stated the facility is working with North Los Angeles County Regional Center on program design to move forward with vendorization. As of today the facility has not admitted any clients. This facility is licensed as an Adult Residential Facility with approved fire clearance for two (2) non ambulatory clients and two (2) ambulatory clients for a total capacity of four (4) clients.

LPA conducted a physical plant tour of the facility. The physical plant of the facility inside and outside was clean and clear of clutter. In the kitchen LPA observed a seven day supply of non perishable food: properly stored. LPA observed the fire extinguisher fully charged with service dated 04/30/2025. Administrator tested the carbon monoxide detector and hardwired interconnected smoke detectors at 11:17 a.m. LPA observed detectors operational. Three (3) bedrooms designated for clients, were furnished with required bed, mattress, night stand and storage space. Two (2) bathrooms designated for clients were properly supplied with toilet paper, hand soap and paper towels. LPA measured the hot water temperature from both client bathrooms and it measured within regulation.

LPA reviewed the administrator's file. The administrator's certification is active and will expire 01/08/2026. Administrator stated they have already submitted the required documentation for a renewal. Administrator's 1st aid and CPR is up to date. The facilities Infection Control Plan and Emergency and Disaster Plan have been reviewed by the administrator. License fee has been paid.

Pursuant to Title 22 Division 6 Chapter 8 of the CA Code of Regulations, there were no deficiencies observed during today's visit. Exit interview conducted. Copy of the report provided.
