HCO is using independent contractors as caregivers
HCO is not ensuring that caregivers complete training requirements
On 7/11/25, Home Care Services Branch Enforcement Analyst (EA), Ryan Chan conducted a follow-up investigation visit regarding the above complaint allegations. Upon arrival, EA met with Officer In Charge Maria Nonato.
During the course of the investigation EA reviewed home care aide (HCA) files, reviewed payroll and tax documents, interviewed Officer In Charge Ms. Nonato, and interviewed home care aides. Ms. Nonato stated they do not hire independent contractors under this home care organization and initial and annual training are provided to HCAs. Interviews with HCAs and documents reviewed corroborate the information provided by Ms. Nonato.
Based on the evidence gathered and interviews conducted, the preponderance of evidence standard has not been met, therefore the above allegation is found to be UNSUBSTANTIATED. EA concluded the visit with an exit interview and provided a copy of this report along with appeal rights to Ms. Nonato.
