Complaint Investigation Report
Interviews conducted with Administrator and staff revealed that it is not the behavior consultant's job to train the staff in restraining clients. The staff receive training in restraining clients during their Crisis Prevention Institute (CPI) training which is conducted by a licensed instructor and it is an in-person training. LPA confirmed that all staff have a current CPI certification or are in the process of obtaining it for the newly hires. Facility had a CPI training refresher conducted on 08/04/2022. Interviews with clients revealed that 1 out of 3 believe that the staff are properly trained. The other 2 clients were unable to answer questions due to intellectual capabilities. Interview conducted with the San Gabriel/Pomona Regional Center (SGPRC) representative revealed that the CPI training covers restraining and that the behavior consultant has nothing to do with restraining. SGPRC has no concerns with the behavior consultant conducting services via video call. The SGPRC representative also confirmed that a CPI refresher was conducted in person by a licensed instructor on 08/04/2022.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
