Complaint Investigation Report

The Complainant alleged that Resident #1 (R1) was sexually assaulted and “prostituted” to various men by Resident #2 (R2) while in the facility. IB Investigator Zertuche’s interview with Resident #1 (R1) on 09/04/22 at 3:30 PM revealed that R1 denied anyone hurting or touching R1 while in the facility. R1 also denied sexual contact with anyone and has never gone to a hotel with anyone. LPA’s interview with the administrator on 02/18/23 at 10:15 AM revealed that they met with R1 and R1’s North Los Angeles Regional Center (NLARC) Service Coordinator on 02/13/23 and clarified to R1 if Resident #2 (R2) did what R1 alleged. R1 admitted that it wasn’t true and stated that it was just a rumor R1 told the counselor. LPA’s phone interview with NLARC Service Coordinator on 02/21/23 at 11:30 AM confirmed the administrator’s statement.

Based on the information gathered during the course of the investigation, the allegation is deemed unsubstantiated at this time.
