The inspector’s account

The physicians report also indicated that R1 had no capacity for self-care, nor was R1 able to communicate. Staff interviewed stated that R1, could communicate using simple words but was unable to verbalize needs. LPA reviewed the Individualized Service Assessment/Functional Capabilities documents for R1. Base on the records review R1 had a vision problem but still had sight, minimal speech and had no hearing problem. Therefore, the facility did not accept R1 with a prohibited condition per regulation 87615(a)(5) Prohibited Health Condition (Residents who depend on others to perform all activities of daily living).

Based on a review of facility documents and the determination of second level appeal the allegation is deemed Unsubstantiated.

Exit interview conducted and a copy of the report issued.
