The inspector’s account

Licensing Program Analyst (LPA) Luis Mora conducted an unannounced annual visit using the Infection Control Evaluation Tool. LPA met with Program Director Santos Dominguez and explained the reason for the visit. The facility is an Adult Day Program for Intellectually Disabled Adults.

During today's visit the LPA observed the following: the facility has a Covid-19 screening at the entrance. Signs are posted throughout the facility to promote hand washing, cough/sneeze etiquette, and physical distancing. The facility has enough personal protective equipment (PPE) for 30 days. The program does not currently assist consumers with medications. There were no cleaning supplies accessible to consumers and no hazards observed in the activity rooms. The hot water temperature was tested in the consumer bathroom/shower room and it tested at 118.3 degrees F at the time of the visit, which is within the required 105 - 120 degrees F. The bathrooms are clean and have the required grab bars for non-ambulatory consumers. A fire alarm system was observed in the building. The program maintains a comfortable temperature throughout the building. There is a refrigerator and microwave in working conditions for the consumers. The equipment and furniture is in good working order.

A total of 5 staff records were reviewed and all have criminal record clearances and are associated to the program. Staff have complete health screenings which include TB information. Staff have current first aid/CPR certificates. Staff have proof of the required annual training on file. Administrator is currently awaiting for a new administrator certificate and provided the LPA with proof of the course completion and submitted application. A total of 6 consumer records were reviewed. Consumers have admission agreements on file. Consumer needs and services plans are up to date. Consumers have physician's reports on file and TB information.

Per California Code of Regulations, Title 22, and California Health and Safety Code, there were no deficiencies observed during the visit. Exit interview held. A copy of the report was provided.
