The inspector’s account

In regard to the allegation “Staff do not allow resident to engage in activities”, it is alleged that staff did not let C1 go out into the community without earning points. During interviews with Administrator and staff four (4) out of four (4) stated that this is a short-term crisis treatment center and there is a point system in place to earn privileges to go out into the community. S2 stated there is an interview before being admitted to facility going over all the rules and that it is disclosed that the first two weeks of admission you can’t leave facility. All four (4) staff stated that they have never prevented a client from engaging in any activities. During interviews with clients four (4) out of five (5) stated that staff has never prevented them from engaging in activities. Group activities are encouraged and is a way to earn points for extra privileges.

In regard to the allegation “Staff do not allow resident to manage own funds”, it is alleged that staff are not allowing C1 to use his/her points that they are earning for engaging in group the way he /she wants to. During interviews with Administrator and staff four (4) out of four (4) stated that facility does not manage any clients’ funds. All clients are in charge of their own money and finances. Administrator did state that there is a point system in place as an incentive for clients to engage in groups and other things, so they have more privileges to go out into the community. S4 stated that their staff has never mismanaged any clients’ points. During interviews with clients five (5) out of five (5) stated that staff does not hold any of their funds. C1 stated that he/she didn’t like the idea of having to earn points for privileges and that at last facility they didn’t have this.C2 stated that the point system was a way to motivate and encourage them to go to group.

Based on interviews conducted and records reviewed, there is insufficient evidence to support the allegations. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED. An exit interview was conducted, and a copy of this report was provided.
