The inspector’s account

Licensing Program Analyst (LPA) Blanca Gonzalez conducted an unannounced annual required visit. LPA was greeted by Director Loveday Chinaka and explained the purpose of the visit. Administrator Sean Estrella arrived shortly after to assist.

The facility is licensed serve four (4) developmentally disabled clients 18-59 years old, of which two (2) may be non-ambulatory. Two (2) clients are over the age of 59 and have Age Exception Letters in place. All clients in the facility receive services from San Gabriel/Pomona Regional Center.

The facility is a single-story home located in a residential area in Covina. The home consists of four (4) client bedrooms, two (2) bathrooms, kitchen, dining area, living room, office, attached garage, front yard, and backyard.

LPA utilized the Compliance and Regulatory Enforcement (CARE) tools for the visit today and observed the following:

LPA observed front yard and backyard to be clean and free of hazards. Backyard has a table with umbrella for shade and sufficient seating.

LPA observed appliances to be in working order. LPA observed sufficient two (2) days of perishables and seven (7) day supply of non-perishables.

Dining area and living room were observed to be clean and contain sufficient seating. LPA observed thermostat set to a comfortable 71° F.
