The inspector’s account

The investigation revealed the following: Allegation 1: Staff touched resident in a sexual manner

LPA interviewed the licensee about the allegation. S1 stated that stated C1 had a history of masturbating behavior before C1 came to S1s facility. S1 stated staff will tell C1 not to do that in front of people. C1 told staff when C1 was living in C1s mother's home a man name “Willie” touched C1 years ago inappropriately. S1 stated South Central Los Angeles Regional Center (SCLARC) is aware of C1s behavior and would teach and train clients on their body parts. S1 stated C1 had been masturbating excessively before C1 moved to the facility and SCLARC was assisting C1 with C1s behavior. S1 stated that the staff never showed C1 how to masturbate and S2 never put S2s arms into the client's chest so the client could finish. S1 stated the allegations are false and that S1s staff is not sexually abusing any of the clients.

On 06/29/21, LPA interviewed S2 regarding C1, who is currently living with C1s mother, W1. S2 stated S2 has worked with C1 for years. C1 was never sexually abused by staff. C1 has a history of masturbation. South Central Regional Center (SCLARC) is aware of C1s behavior and is teaching C1 about C1s body parts. S2 stated S2 would assist C1 with his daily needs. No one is touching C1 inappropriately. S2 stated the mother is lying and not telling the truth.

On 06/29/21 LPA interviewed C1-C4, and 3 out of 4 could not corroborate the allegation that staff touched resident in a sexual manner. C1 was unable to be interviewed because C1 is no longer at the facility and moved back home with C1s mother, W1, in November 2020.

Allegation 2: Staff showed resident how to masturbate

It was alleged that staff showed C1 how to masturbate. S1 and S2 both denied the allegation and that neither of them ever did anything like that.

LPA interviewed C1-C4, and 3 out of 4 denied that anything of that nature was going on.

Based on interviews, and records review there was insufficient evidence to support the allegations. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

Exit interview conducted and a copy of the report was given to the DSP, Eleanor Etheridge.
