Complaint Investigation Report

The licensee stated that the HCO has not hired any home care aides during the entire licensure term. They further denied employing 1099 independent contractors, undocumented workers, or any personnel lacking required HCSB qualifications and criminal clearances.

Based on the EA's observations, interviews and records review, there was insufficient evidence to prove the allegation as the preponderance of evidence standard was not met although the allegation may have happened or is valid, therefore the allegation is found to be unsubstantiated.
