The inspector’s account

On February 18, 2026, Licensing Program Analyst (LPA) Ernand Dabuet conducted an unannounced case management visit to the facility in connection with complaint #11-AS-20260212155341 . The LPA met with the administrator Kim Manor and explained the purpose of the visit.

According to Section 80010 Limitations on Capacity and Ambulatory Status (a), which sets forth limitations on capacity, the investigation revealed that the facility is out of compliance with Title 22 regulations. The Licensing Program Analyst (LPA) Dabuet identified that the facility is licensed to accommodate six clients, but seven clients are currently residing at the facility. Furthermore, a staff room is being used as a client room to accommodate the additional client.

The Department determined the facility is not in compliance with Title 22 Regulation and is cited as follows:

Section 80010 Limitations on Capacity and Ambulatory Status (a).

Based on interviews, observation, and record reviews, the licensee violated the California Code Regulations (CCR) of Title 22, Division 6, Chapter 1.

Deficiencies are issued with immediate civil penalty, and an exit interview is conducted with Kim Manor.
