The inspector’s account

On 08/21/25, at 1:15pm, Licensing Program Analyst (LPA) Perry Scott conducted an unannounced annual required visit to Haigler Home. LPA met with Ronald Davis, Administrator, and the purpose of today’s visit was explained. The facility is licensed to operate for (4) ambulatory (Developmentally Disabled Adults) ages 18 through 59. Garage not to be used as a living area unless permitted by the city of Carson. Currently, the facility has (0) clients. The facilities annual fees are due on 08/23/25 for $454.00.

The facility is a single-story family home located in a residential neighborhood. It consists of the following: (4) client bedrooms, (2) bathrooms, living room, kitchen, laundry area, backyard with shaded patio area, and an attached garage.

The facility did not have any clients nor staff at the time of the visit, so a records review could not be completed. The facility disaster plan was current and in compliance with Title 22 at the time of visit.

At 1:30pm, LPA and staff toured the physical plant. There are no bodies of water or firearm/ammunition on the premises. All client rooms were checked. Beds and bedding were in good condition, adequate lighting provided, adequate storage for client personal belongings was observed. Walls and floors were in good repair. Bed linens, comforters, and bath towels were adequately stocked at the time of visit. Bathrooms were found to be within Title 22 regulations. Toilets and water faucets worked properly. The shower was free of mold/mildew, there is adequate lighting, and sufficient toiletries are accessible to clients. The water temperature measured 118.6F degrees, and a comfortable temperature is maintained in the facility.
