The inspector’s account

On 1/08/26, at 1:14pm, Licensing Program Analyst (LPA) Perry Scott conducted an unannounced required visit to Enslow Manor. LPA met with Dontri Sangchampa, Direct Support Professional and Jovonne Kiflezghie, Administrator, and the purpose of today’s visit was explained. The facility is licensed to serve four (4) non-ambulatory Developmentally Disabled clients (age 18-59); with an approved hospice waiver for one (1). Currently, the facility has two (2) ambulatory and two (2) non-ambulatory clients. The clients are South Central Los Angeles Regional Center clients. None of the clients have Restricted Health Care Conditions and none utilizes postural supports or protective devices. The facility’s annual fees are due on 01/31/2026 for $454.00.

The facility is a single-story building located in a residential neighborhood. It consists of the following: three (3) client bedrooms, two (2) common bathrooms, staff office, living room, kitchen, dining room, attached garage which contains a washer and dryer, and an outdoor shaded area.

At 1:30pm, LPA and staff toured the facility. There are no bodies of water or firearm/ammunition on the premises. All client rooms were checked. Beds and bedding were in good condition, adequate lighting provided, and adequate storage for client personal belongings was observed. Walls and floors were in good repair. Bed linens, comforters, and bath towels were adequately stocked at the time of visit. Bathrooms were found to be within Title 22 regulations. Toilets and water faucets worked properly. The showers were free of mold and mildew. The facility had adequate lighting and sufficient toiletries that were accessible to clients. The water temperature measured 106.2F. A comfortable temperature is maintained in the facility.
