The inspector’s account

On 06/05/25, at 1:00pm, Licensing Program Analyst (LPA) Perry Scott conducted an unannounced visit to Empower Living Adult Residential Facility, INC. The purpose of today’s visit was to conduct the required annual inspection. LPA was met by Lucia Bravo, Administrator, and the purpose of today’s visit was explained. The facility is licensed to serve 4 Developmentally Disabled Clients (age 18-59) of which four (4) may be ambulatory only. Rooms 1,2,3, & 4 are ambulatory, one client per room. Currently, the home has (0) clients. The facilities’ annual fees are current.

The facility is a single-story structure located in a residential neighborhood. It consists of the following: 4 bedrooms, 2 bathrooms, dining room, kitchen, living room, outdoor shaded area, laundry room, and an attached garage.

LPA conducted a records review of (0) client records, (3) staff records, (0) clients Personal & Incidental Records and reviewed the facility disaster plan. All staff records were complete. The facility disaster plan was current and in compliance with Title 22 at the time of visit. LPA reviewed (0) Client Medication Administration Records and medication; currently the facility does not have any clients.

At 1:15pm, LPA and staff toured the physical plant. There are no bodies of water or firearm/ammunition on the premises. All client rooms were checked. Beds and bedding were in good condition, adequate lighting provided, adequate storage for client personal belongings was observed. Walls and floors were in good repair.
