The inspector’s account

Investigation revealed the following: Regarding allegation, Facility has continuous loud beeping sound interfering with activities , it is alleged that the facility has a beeping sound coming from the east side of the facility. The beeping sound is loud and it interferes with the neighbor's daily activities. Interview with Administrator Merci Gonzales revealed that there is not a continuos, loud beeping sound coming from anywhere in the facility. She stated that there is an alarm that is on the kitchen sliding door that is on the east side of the facility but the beep is not a continuous beep, it only sounds off when the door is opened. She stated that the alarm is only turned on at night and is turned off during the day. She stated that she does not think that there are any type of noises coming from the facility that might interfere with the neighbor's daily activities. She stated that they are mindful of their neighbors and most importantly their clients. S1-3 stated that there is never a loud, continuous beeping sound anywhere in the facility. S1-3 stated that there are alarms on the front door and the kitchen door, which is on the east side of the facility, but the alarms are only turned on at night. S1-3 stated that the alarm only goes off if the door is opened and immediately turns off. The sound is only activated when opening a door. They also stated that in the night when the alarms are turned on they only go out to take the trash out. C3-4 stated that they have not heard a loud, continuous beeping sound at the facility. LPA attempted to interview facility neighbors but was not able to establish contact. LPA did not hear any type of loud continuous beeping noise during the visit. LPA observed that the kitchen door does have an alarm that activates when opened but was turned off during visit. LPA asked administrator to turn on the alarm and the alarm only sounded off as the door was opened and then turned off. The beep was not continuous. Based on interviews conducted with facility administrator/ staff, facility clients, and LPAs observations there was not enough supportive evidence to concur with the reported allegation.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED .
