On 9/12/2023 at 9:30 a.m., LPA Baptiste attempted to complete an annual required visit at Edwards Cove. LPA contacted Licensee/Administrator Edward Cruz at 1(714)659-9152 and left voice mail and text message. LPA also contacted the back up administrator Donald Cutliff at (562) 968-9720 and left a voice mail. Upon arrival LPA was locked outside by a gate and a dog. LPA observed 2 cars behind the gate. There was also debris in the yard. LPA took photos before leaving the facility.
