The inspector’s account

At approximately 12:15 PM, Licensing Program Analyst (LPA) Julie Florio arrived unannounced to conduct a required 1-year annual inspection and met with Jennifer Fitts, Licensee. Facility is an Adult Residential Facility (ARF) with three (3) clients currently in care. Facility is licensed for five (5) ambulatory clients and is vendored with the Redwood Coast Regional Center (RCRC).

At approximately 12:45 PM, LPA initiated a tour of the facility with Licensee and shortly after William Ferris, Administrator/Licensee stepped in to continue the inspection with LPA. LPA observed the following: Facility is a two story home, was a comfortable temperature, and passageways were free from obstructions. Water temperature in clients' bathrooms measured within the allowable range of 105 to 120 degrees F per Title 22 regulations. LPA observed a supply of clean linens and paper products available to clients. Clients' bedrooms are located on the main level of the facility and were inspected and observed to have all of the appropriate furnishings as outlined in regulations. The family lives on the lower level of the facility and Administrator/Licensee states the clients do not go down there. Cabinets and storage areas containing cleaning supplies and other items that could pose a risk were locked. However LPA observed a knife block with about twelve (12) knives in it sitting on the kitchen counter. LPA advised Licensee and Administrator/Licensee that items which pose a potential risk to clients in care shall be inaccessible to clients per regulation. LPA provided Licensee's with a copy of the regulation for their reference. Facility has at least two days of perishable food and one week of non-perishable food. Administrator/Licensee agrees to ensure that facility does not have expired non-perishable food in order to operate in compliance with regulation. Medications were observed centrally stored and locked. There is outdoor space for activities.
