The inspector’s account

Licensing Program Analyst (LPA) Sarah Hurt arrived at the facility on 11/22/22 at 11:00 a.m.to conduct a Case Management- Health Checks visit. LPA met with Program Director, Deanna Armstrong and explained the purpose of today's visit.

LPA Hurt received an incident report documenting facility staff noticed during the 5:00 p.m. rounds Resident 1 left the facility (AWOL) October 23, 2022. Resident 1 was last seen at 4:30 p.m. as the facility staff does 30 minute checks. Facility staff went through their AWOL protocol, and was unable to locate Resident 1. Facility staff then drafted incident reports and filed a missing persons report with the local police.

Resident 1 was found 10/24/2022 and was returned to the facility, Facility staff contacted his outpatient team who informed them he was to report to the Psychiatric Evaluation Unit for stabilization on his medications because he tested positive for methamphetamine and THC. Resident 1 was transferred from Psychiatric Evaluation Unit to the Bakersfield Behavioral Health Unit on 10/25/2022. Resident was re admitted to the facility on November 1, 2022 after stabilization at Bakersfield Behavioral Health Hospital. Facility Program Director Deanna Armstrong stated if Resident 1 AWOL's again they are going to discharge as Resident 1 will need a higher level of care than they can provide. Resident 1 is allowed to leave the facility unassisted, the facility did the required 30 minute checks, and followed AWOL protocol therefore no citing will be issued at this time.

No deficiencies cited today Per Title 22 Regulations.
