The inspector’s account

On 01/22/2026 at 9:25 AM, Licensing Program Analysts (LPAs) P.Manalo and A. Christy arrived unannounced to conduct a Case Management inspection of Qcare Residential Facility. LPAs met with staff, Ramiro Manalo, to ensure the facility is in compliance with applicable statues and regulations. LPAs spoke with Gladys Cuevas Villa who gave verbal authorization on the phone for staff to sign the report. Administrator/ Licensee was not available during today’s visit.

During the visit, LPAs conducted interviews with residents and staff. Based on interviews with the residents, 3 of 4 residents stated that they are happy and like the food at the facility. Interviews with 3 of 3 staff members are comfortable with the living situation and have no issues with receiving their paychecks on time. LPAs observed the California Minimum Wage and Industrial Welfare Commission Wage Orders but is not updated.

LPAs conducted a tour of the physical plant and observed the following deficiencies:

At 9:32 AM, LPAs observed Lysol wipes unlocked by the front door.

At 9:46 AM, LPAs observed Lysol Wipes and Scrubbing Bubbles in the bathroom unlocked.

At 9:47 AM, LPAs observed the uneven platform in the bathroom tiles and the mirror cabinet is loose.
