Home Care Aides have not completed the required training hours
Home Care Aides do not have a fingerprint clearance or exemption
Home Care Services Branch (HCSB), Enforcement Analyst (EA), Megan Vigil arrived at location of Home Care Organization (HCO) for the purpose of a complaint investigation. EA Vigil requested payroll records for the past six months and randomly selected active caregivers for personnel file review. Interviews were conducted to verify information obtained from the documentation. Upon review, AGPA Vigil discussed findings with the designee, who did not have prior access to HCA records or training on how to retrieve them before the inspection. Access was granted during the visit, and multiple systems were used to obtain records. The HCO failed to ensure compliance with licensing requirements regarding caregivers and were missing required documentation and/or incomplete. The investigation was conducted at the Brentwood 074700051, as the Sacramento 344700172 and Fresno 104700094 locations were reported to be closing. Compliance for all locations was assessed during this review. Based on AGPA's observations and interviews which were conducted and record review, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. An exit interview was conducted. The 9099 and 9099D reports and appeal rights were provided.
