Complaint Investigation Report
Facility staff (S1, S3, and S4) stated during interviews they had not observed any suspicious or inappropriate behavior from S2 towards C1. However, S1 stated there were two (2) incidents o ne (1) in February 2024, and the 2nd one in March or April 2024 where S2 stated to S1 he felt uncomfortable being around C1. S1 stated he did not document those conversations. During interview with C2 on October 4, 2024, C2 denied that any staff were inappropriate to clients. C1 stated during forensic interview dated June 6, 2024, that C3, C4, C5, C6, and C7 were present during the sexual encounters between C1 and S2. T hose clients did not provide statements indicating that they witnessed what C1 reported. S1 also stated during interview The transportation van does not have cabin dash cameras, Global Positioning System (GPS) tracking, mileage logs, or records of arrival and departure times not which lacks corroboration of C1’s disclosure that she had consensual intercourse with S2. S2 denied the allegation to the Department and the Oakley Police Department (OPD); charges were not filed with the district attorney’s office.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED .
