The inspector’s account

12/04/2025 10:20 AM Licensing Program Analyst Rebecca Knight conducted a visit and met with Ashlynn Kelley administrative assistant and Michaela Zogeas Resident Care Coordinator. Executive Director Stacey Baxter was unavailable for the visit.

During the vist LPA noticed that the lower portion of the facility was significantly colder than the upper portion. LPA took temperature readings throughout the facility common areas and resident rooms. Temperatures in the lower portion of the facility read from 61 degrees F to 64 degrees F which is much too cold and does not meet regulation requirement. A deficiency is being issued as a result.

Based on interviews and evidence obtained during the investigation, the preponderance of evidence standard has been met, therefore, and the allegation is found to be SUBSTANTIATED. California Code of Regulations, (Title 22), is being cited on the attached LIC809D. Appeal rights were provided. Exit interview was conducted and the report was provided to Executive Director Stacey Baxter.
