The inspector’s account

On 01/12/2026, Licensing Program Analyst (LPA) Janette Romero conducted an unannounced visit to the facility to conduct a required annual inspection. LPA met with Administrator Elijah Munoz who was informed of the purpose of the visit. The facility has a fire clearance to operate an adult day program for 40 adults of which 10 may be non-ambulatory. During the visit, Administrator Munoz reported there was 25 clients and 11 staff present. LPA was informed the facility is a licensed vendor of the San Diego Regional Center.

LPA toured the entire facility with Administrator Munoz. The facility is made up of several activity rooms, client restrooms, staff offices, a kitchen/dining room and an outside garden area. LPA toured the kitchen and observed the kitchen area to be clean and staff preparing to serve popcorn as a snack for the clients. LPA was informed clients bring their own lunch which is stored in the refrigerator until lunch time. Restrooms were clean and had toilet paper and incontinent supplies along with soap and paper towels readily available. Cleaning solutions, disinfectants and chemicals were secured in a storage closet, inaccessible to clients in care. Client medication is secured in a locked cabinet in the administrator's staff office. Administrator tested one of the smoke alarms/carbon monoxide detectors and LPA heard it to be operational. LPA also observed several fire extinguishers charged and mounted throughout the facility that were last serviced on 05/27/2025. During today’s visit, LPA did not observe any issues or concerns. An exit interview was conducted, and this report was reviewed and provided to Administrator Munoz.
