The inspector’s account

On 02/05/2026, Licensing Program Analyst (LPA) Beena Singh made an unannounced visit to the facility. The purpose of the visit was to conduct a required comprehensive annual inspection. LPA met with Licensee/Administrator Philiet Spane and was granted entry to the facility. Licensed capacity is six (6) current census (0). The facility is an Adult Residential Facility (ARF) level 4i home waiting to be vendorized by Inland Regional Center for a total capacity of six (6) Ambulatory Clients. LPA Singh was accompanied by Licensee/Administrator to conduct a general overall inspection, which included, but was not limited to, the following:

Physical Plant/Structure: Facility is a one (1)) story house with four (4) client bedrooms, one (1) staff bedroom and three (3) bathrooms, living room, dining area and kitchen. Total of 4 bedroom house. There was an attached two (2) car garage in front of the house. The facility is operating in the capacity approved by Community Care Licensing (CCL).

There are no obstructions to indoor and outdoor passageways. The facility is maintained at a comfortable temperature. LPA inspected client's bedrooms; they are equipped with required furniture such as mattresses, night stands, storage space, and sufficient lighting; bathrooms were clean, and appliances were operating appropriately.

LPA Singh observed sufficient furniture and lighting throughout the facility. The facility is equipped with operating smoke detectors and carbon monoxide alarms. Posters such as personal rights, the CCL complaint poster, and the disaster plan were posted in a common area. Cleaning supplies, toxins, sharps, and other dangerous items were kept inaccessible to clients in care. There was a designated office for client/staff files.
