COMPLAINT CONTROL NUMBER: 18-AS-20220224091908

ROY'S DESERT SPRINGS ADULT RESIDENTIAL CARE

Staff having sexual relationship with resident

Licensing Program Analyst (LPA) Jesse Gardner conducted an unannounced visit to investigate the above allegation. LPA met with Administrator Jones Ntekim. During the investigation LPA conducted interviews with staff, residents and reviewed additional evidence provided to LPA by a confidential source.

Regarding the allegation that Staff 1 (S1) engaged in a sexual relationship with Resident 1 (R1), the investigation revealed S1 and R1 were having a sexual relationship outside of the facility. The Chief Financial Officer and the Chief of Training and Development denied knowledge of S1 and R1 having a relationship but stated they only learned about it after the death of R1. Four of Five residents interviewed denied knowledge of S1 and R1 having a relationship; however, R1’s roommate acknowledged they were aware of a sexual relationship between R1 and S1. When S1 was interviewed S1 acknowledged they and R1 had “hung out two times” and that they’d sent “sexual texts and pictures” to R1 and that these were “enough for you to know what was happening.” R1 was unable to interview due to R1’s death on February 15, 2022.

Based upon interviews conducted with staff and residents the allegation that staff was having a sexual relationship with a resident is substantiated and a citation is being issued.

An exit interview was conducted with Administrator Jones Ntekim and copy of this report along with a copy of the LIC9099-D, and Appeal Rights were reviewed and provided.
