Facility Evaluation Report
On 03/16/2026 at 12:05 PM, Licensing Program Analyst (LPA) P. Manalo conducted a Health & Safety inspection as a result of a priority 1 complaint. LPA met with Licensee, David Bloch, and explained the purpose of the visit.
LPA toured facility including but not limited to the activity room, bathroom, common area, kitchen, and the outside recreational area. Clients bring their own lunches and snacks. Hot water temperature was measured at 125.2 degrees Fahrenheit in the clients' bathroom. LPA observed lighting in all rooms is adequate for the comfort and safety of the clients. Medications are not handled/dispensed by this program.
Smoke alarm and carbon monoxide detectors were observed in operating condition. First-aid kit was complete. Fire extinguisher was last purchased on 04/02/2025.
The following deficiencies were observed (see LIC 809D) and cited from the California Code of Regulations, Title 22 and/or Health and Safety Code Failure to correct deficiencies by POC date may result in additional Civil Penalties.
