The inspector’s account

Licensing Program Analysts (LPA) B. Miranda conducted an unannounced visit today for the facility’s annual inspection. LPA introduced themselves and was allowed entrance into the facility. LPA met with Interim Administrator Fernando Cabrera and owner Linda Chester.

Facility is licensed for 45 clients and has a current census of 44. Water temperature was checked in the kitchen area which read at 105.4 degrees Fahrenheit, in the woman’s bathroom which read at 111.3 degrees Fahrenheit, and in the men’s bathroom which read at 112.2 degrees Fahrenheit. Fire Extinguisher was serviced February 10, 2026. Smoke and carbon monoxide detectors were tested and in working order. LPA observed the facility to be clean, clutter free, and odor free.

Diane Caserza is currently list as the Administrator, and Fernando Cabrera Interim Administrator. Staff files were reviewed and are missing proper documentation of training, all other documentation is current. Resident files were reviewed, complete, and current. Facility provided a log for disaster drills that are conducted monthly. First aid kit on site and complete. Toxins and cleaning supplies are locked and inaccessible.

LPA inspected the interior of the facility including the common classrooms, bathrooms, and kitchen area. Facility does not store food for meals, clients bring their lunches.

Deficiencies observed were cited during today's inspection per California Code of Regulations, Title 22.

LPA requested the following documents: LIC 500 Personnel Report, LIC 308 Designation of Administrative Responsibility, and LIC 610-E the Emergency Disaster Plan. Listed documents shall be sent to Licensing by May 11, 2026.
