The inspector’s account

Licensing Program Analyst (LPA) Rose Ruppert made an unannounced visit to the facility today to conduct an Annual Required Evaluation. LPA was greeted and granted entry by Staff #. During today’s visit, LPA met with Merida and Henry Balanza, Licensees and explained the purpose of the visit.

The facility is a six bedroom, two bathroom single story home with an approved fire clearance of four ambulatory. The facility currently has a census of four clients in care. At time of arrival, two clients had left for Adult Day Program (ADP) and two clients were waiting to be picked up for day programs.

During today’s visit, LPA toured the facility and inspected all smoke detectors. The carbon monoxide and smoke detectors were operational. LPA tested hot water in one of two bathrooms since one bathroom is solely used by the clients. The hot water temperature was 114.0 degrees Fahrenheit. LPA observed there was more than a two day supply of perishables and more than a seven day supply of non-perishables. LPA observed various fruits and vegetables. All appliances were in working order. The sharps and chemicals were stored and locked beneath the sink. The fire extinguisher is charged and was serviced on April 14, 2025. The facility’s last fire drill was conducted on March 3, 2026. Client rooms had the required furnishings, bed were clean and odorless. Emergency supplies were stored in a storage closet by the front door.

LPA toured the exterior of the property and observed a large area for clients to walk or bike in the backyard. There was a shaded seating area and there were no hazards or obstruction of pathways. LPA observed the washer and dryer in an unattached garage that is used for storage.
