The inspector’s account

Licensing Program Analyst (LPA) Brandon Lopez made an unannounced visit to the facility to conduct the required the required annual inspection. LPA was greeted and granted entry into the facility by staff after explaining the purpose for the visit. Administrators Claudia Olteanue and Abel Marica were notified via telephone but could not arrive to assist with the inspection. LPA observed that Administrator Abel Marica has a valid Administrator certificate which expires on April 10, 2026.

The facility is an Adult Residential Facility (ARF) licensed for six clients, of which three may be ambulatory, three may be non-ambulatory, and one of which can be bedridden. The facility is a single story home with four client bedrooms, two of which are shared, one staff bedroom, three shared client bathrooms, a living room, a family room, a dining room, a kitchen, and an attached two car garage. LPA, accompanied by a staff, conducted a tour of the interior portion of the facility. On today's visit, LPA observed two clients in care and three staff present. Per staff, the other four clients are attending their respective day programs and visiting family. LPA inspected the four client bedrooms and they were observed to be free of hazards. LPA observed client bedrooms to have the required furnishings of a bed, a chair, a chest of drawers, and a lamp. LPA observed client beds to have clean linens and blankets. LPA observed additional linens to be stored in a hallway closet. LPA observed the staff room to be kept locked and inaccessible to clients in care. LPA inspected the three client bathrooms and they were clean. Faucets and toilets were operational. Hot water temperature measured between 115.8 and 116.4 degrees Fahrenheit.

LPA observed the kitchen has a two day perishable and a seven day nonperishable food supply on hand. LPA observed kitchen appliances to be clean and operational. The four burner gas stove lights unassisted. CONTINUED ON 809-C
