The inspector’s account

Licensing Program Analyst (LPA) Claudia Gutierrez made an unannounced visit for the purpose of conducting a Required/Annual Inspection. Upon arrival, LPA knocked on the door and rang the doorbell several times. After receiving no response, LPA walked the perimeter of the facility and did not observe any staff or clients present. LPA then placed a call to Administrator (AD) Carolyn Jimenez, however, LPA did not receive a response. At approximately 1:25 p.m., LPA was greeted by Staff Carmen Cura who had just arrived at the facility. Per Staff Cura, their start time is 1:30 p.m. and clients do not arrive at the facility until after 2 p.m. LPA explained the purpose of the inspection and Staff Cura granted LPA entry into the facility. AD arrived at approximately 2:00 p.m.

During the inspection, LPA and Staff Cura conducted a tour of the inside and outside of the facility, common areas, client rooms, kitchen, garage and observed the following:

This is a one-story home with three client bedrooms, one staff room, one office, two bathrooms, and attached two-car garage. All client bedrooms had the required furnishings. LPA observed all client beds had linens and blankets. The backyard has a shaded sitting area. Clients were observed arriving from their respective day program. Bathrooms were observed to be free of debris and mildew, faucets and toilets were operational. Water temperature tested between 108.5 - 109.2 degrees Fahrenheit. LPA observed the facility has a 2-day supply of perishables and a 7-day supply of non-perishable food as required by regulations. Smoke detectors and carbon monoxide detectors tested operational. Fire extinguisher was observed to be fully charged. Appliances were all inspected and observed to be operable. Toxic chemicals, cleaning solutions, and disinfectants were observed to be inaccessible to clients. Medication was observed to be centrally stored and locked. (Cont. LIC809-C)
