Complaint Investigation Report
Between the hours from 2:15 p.m. to 3:17 p.m., LPA Chochian conducted a physical plant tour, communicated with clients, and requested pertinent documents.
Special Investigator Laura Garcia conducted interviews with Tri-Counties Regional Center (TCRC) on 03/24/2021 at 2p.m. and on 04/12/2021 at 11a.m.; interview with staff on 04/12/2021 at 2:40p.m., 04/13/2021 at 12 p.m. and on 6/07/2021 at 3p.m.. Interview also conducted with C1 on 04/13/2021 at 2:10 p.m.. and with C1’s family member on 04/14/2021 at 10a.m. Other potential witness interviewed on 06/06/2021 at 2:20 p.m.
It was reported on 02/13/2021, that while C1 was talking to S1 in the office, S1 asked C1 if they loved S1, and indicated S1 hugged C1 and touched C1’s back and buttocks area. The allegation was reported to Adult Protective Services (APS), TCRC and CCL. A police report was not filed due to the criteria/assessment of the situation and inconsistent statements by C1.
During the course of investigation, C1 did not remember what happened with S1. C1 was unwilling to provide any specific details of the sexual abuse allegation. C1 denied recalling any detail about the allegation. Per information obtained from TCRC, C1 currently receives services which are tracked on reports of having a history of lying and fabricating stories, tantrums and noncompliance. C1 refused to speak about the allegation and provided no significant detail of what was reported. C1’s family member also confirmed that C1 has a history of alleging sexual harassment with prior male instructors or caregivers. S1 denied the allegation and indicated that C1 has a history of fabricating stories and are primarily due to C1’s mental health diagnosis.
Based on the above information, there is not sufficient evidence to support the allegation. Therefore, the allegation is deemed Unsubstantiated at this time.
