The inspector’s account

The investigation revealed the following: Allegations: Licensee is not preventing client from selling illegal drugs on the premises and Licensee is not preventing residents / client from using illegal drugs on the premises. It was alleged that there is ongoing illegal drug selling and use by clients at this facility. Interviewed Administrator and staff stated that they knew that there is a drug problem at the facility and had been addressing it. Administrator stated that some of the known drug users/dealers in the facility are no longer living there. Administrator indicated that as a mental health residential facility it is inevitable that many clients arrive with histories of substance use disorders and this risk factor is fully recognized and taken into consideration during the admission process. Administrator and interviewed staff stated that clients with previous histories or allegations involving substance use or trafficking / selling were relocated to rooms within camera- monitored zones for closer supervision and any client who has been proven, through investigation or verified evidence, to be selling or distributing substances has been formally discharged from the facility. Interviewed Administrator stated there have been previous instances of former clients trespassing and entering the facility without permission. Also drug dealers walking around the outside of the facility, presumably selling drugs. At the time of interview Administrator noted that pictures and videos were taken and Assistant Administrator took them to the Sheriff’s Department (Sheriff’s report # 925-023-64-1515-263 was provided). It was reported that one of former client was selling drugs near to the facility and for damaging property (videos were provided). Interviewed Administrator and staff stated that to further enhance security and accountability additional surveillance cameras were installed to improve coverage, auto lock systems were installed on all exterior doors during nighttime hours to prevent unauthorized access. Interviewed staff stated there is constant supervision with surveillance cameras installed in the common areas and staff doing their rounds. Also to support rehabilitation efforts, facility partnered with a professional substance abuse counseling company that provide on–site services Monday through Friday from 9am -5pm. They mentioned that counselors do group counseling and individual if needed. Total sixteen (16) clients were interviewed. (2) clients out of (16) stated that there is a drug problem in the facility. Interviewed C1 and C2 stated that one of facility client (now former client) had offered them drugs and from where they could get drug from.
