The inspector’s account

The Investigation Revealed the Following:

Allegation: Staff did not prevent residents from using illegal drugs.

It is alleged that residents go out and bring back drugs from the surrounding areas, and facility staff are aware and do nothing to prevent this. LPA interviewed 3 staff and each denied the above allegation. Interview with S1 revealed that although some residents have been caught with drug paraphernalia, the items are confiscated and residents are spoken to, given a warning and reminded of the house rules. LPA interviewed 9 residents and each denied the above allegation. Interviews with R2,R4-6 and R9 revealed that although they have heard of individuals doing drugs, the Administrator has spoken with them, issued warnings and signs that say No Illegal Drugs Allowed on Premises are displayed throughout the facility. LPA toured facility, the No Drugs on Premises signs were observed in the main entrance and halls, LPA did not observe any drug paraphernalia or observe any odors that may suggest individuals are using any illegal drugs. Although there have been situations where residents were caught using illegal drugs, staff were not made aware of this prior to them getting caught and staff took immediate action and addressed the issue.

Based on statements and interviews conducted with staff/residents, and review of resident files, there was not enough supportive evidence to concur with the reported allegation. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED. Exit interview held, and a copy of this report was emailed to administrator.
